Vinyl tiling can be used for a broad variety of applications in your home most commonly your floors.

Do not smooth the wall completely.
Sand the area with medium grit sandpaper until even and vacuum up the dust.

Just remove the roughest part.
This is commonly done in the bathroom or kitchen to enhance the decor and make the walls easier to clean but you can make your choice on what room you want it in.
You may also paint this area if only tiling a portion of the wall to minimize cut in work around the tile.
Sand the wall with medium grit sandpaper 80 grit to further smooth the texture creating an even surface on which to apply the tile.
You can tile over it but it needs to be smooth to prevent your new tiles from laying crooked.
Move the knife in upward downward and sideways directions loosening and removing the surface of the texture from the wall.
However if you want a more unique approach you can put peel and stick vinyl tiling on your walls.
Prep a wall for tile.
Prime to seal it and let dry.
Place a wide drywall knife on the wall at a 45 degree angle.
Cut the tiles to.
Wipe with a damp cloth to remove any remaining dust and allow to dry.
Measure the wall where you want to install the tiles.
Sand the paint on the wall using 80 grit sandpaper.
Look for 100 grit or 80 grit sandpaper and wear a mask to protect your lungs from the particles in the air.
